Nadolig Llawen I Chi!


Yet again the weather has conspired to make the end of the year a difficult one for many people, particularly those of you in the more rural districts of the constituency. I really hope you will all take care in the snowy and icy conditions and heed the government’s travel warnings. At the same time I hope my younger constituents are enjoying a proper white Christmas with sledging, snow men and snowball fights!

On a serious note I am very concerned that many older residents may be put at risk because of the excessively cold weather, especially if boilers begin to malfunction. If you find yourself without heating, or know of older neighbours in this predicament, I would strongly advise you to contact Care and Repair. They are an excellent charity and do superb work in Neath to keep older people safe and secure.

My office will be closing today until Tuesday 4th January, when my staff and I will be back in action and ready to help you in any way we can. As always, it’s been a pleasure to serve the people of Neath in 2010 and I’m already looking forward to the new year and the fresh challenges that lie ahead.

Gwenda Calls for Extension to Parking Consultation

Gwenda Thomas, AM for Neath, today requested an extension to the public consultation period on the introduction of car parking charges in Pontardawe.

Mrs Thomas said: “Given the importance of this issue it is vital that Neath Port Talbot Council hear the views of all the stakeholders who will be affected by the proposed changes. I do not feel that a three week period over the Christmas holidays is sufficient for a meaningful consultation.”

Neath Port Talbot Council wants to impose parking charges in Pontardawe for the first time as part of a review of Council run car parks. The public consultation into the proposals is currently set to run until 7th Jan.

Mrs Thomas said: “This is clearly a very controversial proposal. The businesses, residents and shoppers in Pontardawe must be given ample opportunity to air their views and put forward potential alternatives.”

“Although shops in the town centre are currently displaying posters about the issue the recent severe weather has kept many residents indoors. This means that many people have yet to hear about the Council’s proposal and are unaware of the short period of time they have to respond.”

“For these reasons I hope Mr Steve Philips, the Chief Executive of the Council, will listen to this request. In the meantime I would encourage all those who have yet to do so to contact both the Council and myself to let us know their views on the subject.”

Pontardawe Arts Centre Funding From the Arts Council of Wales More Than Doubles

Pontardawe Arts Centre has received some very good news in the latest round of funding from the Arts Council of Wales. Investment has been aimed at front line services, and Pontardawe Arts Centre’s will increase from £27,018 to £63,000, an increase of £35,982. In percentage terms this is equivalent to a rise of 133%.

Gwenda Thomas AM said: ‘Pontardawe Arts Centre is a cultural hub of a very high calibre, and it is good to see its good work rewarded. The people of Pontardawe, and the surrounding areas can be assured of the retention of this high-class facility thanks to this funding’.

Russell Ward, Head of Partnership and Community Development for Neath Port Talbot Council said: ‘Obviously we are happy that the work of the Arts Centre has been recognised as high quality and that it has not only been retained as one of the revenue supported clients of the Arts Council of Wales but has also seen a rise in funding support.

This follows several years of dialogue with the Arts Council and is a good step in the direction of ensuring that high quality support for the arts id recognised on an equitable basis across Wales’.

Action Plan to Support Credit Unions

‘Raising the Profile: Meeting the Challenges’, a three year action plan to support credit unions in Wales has been launched.

Gwenda said: "Credit unions are a marvellous idea, and over the past ten years they have come a long way. With support from the Labour-led Welsh Assembly Government, credit union membership has increased five-fold from 10,000 in 2000 to more than 50,000 by the end of 2009. This new plan will support the development of strong, sound and effective credit unions in Wales."

"The winter holiday has become a notorious hunting period for illegal money lenders as they look to take advantage of hard working families who need that extra bit of cash. In some extreme cases, loan sharks have been known to charge extortionate rates of interest, sometimes in excess of 1,000% APR."

During the current challenging economic climate credit unions are becoming an increasingly important provider of accessible and affordable financial services.
The action plan identifies a number of key objectives on how credit unions can achieve long term sustainability. Objectives include:

• Strengthening the governance of credit unions
• Increasing the number of credit union members
• Raising the profile of credit unions in Wales.

No boundary changes for NPT – for now

Carl Sargeant, Welsh Minister for Social Justice and Local Government, announced today that Local Authority ward boundaries in Neath Port Talbot, and elsewhere in Wales, would not change before the 2012 Local Government Elections.

Gwenda Thomas, AM for Neath, said: “The Minister has made a wise choice in this matter and this is excellent news for Neath Port Talbot.”

“As the Minister recognises, many of the proposed changes risked breaking the link between citizens and their elected representatives. This connection is vital to the functioning of democracy and should be the prime consideration in any attempt to redraw the electoral map.”

The changes proposed for Neath Port Talbot included the merger of Bryncoch South and Dyffryn into a single ward with over 7,000 electors and four Councillors.

In a statement to the Welsh Assembly the Minister outlined his reasons for halting the proposed boundary changes. These included concerns about the quality of the proposals and delays in the review process.

The Minister said: “I do not wish to create a situation where some local authorities will conduct elections in 2012 under new arrangements and others under existing arrangements because of the imbalance inherent in such a situation.”

“I am making this announcement now to provide certainty to local government and others concerned with the electoral process.”

Early Christmas Present for Welsh Community Groups

Christmas has come early for Welsh groups sharing in over £190,000 from the Big Lottery Fund

A total of 53 community-based projects across Wales share in the £192,755 awarded under the latest round of the Big Lottery Fund’s Awards for All small grants programme. The Awards for Neath were:
F.A.N. Community Alliance £1,154
Crynant Old Age Pensioners Association, £5,000
People First Neath Port Talbot, £5,000

Gwenda said: “The granting of the Awards for All funding to organisations in Neath will have an extremely positive impact. This money will aid groups, societies and clubs, improve learning, increase volunteering opportunities and help to build stronger communities. I would urge people to apply for this funding, and the details are below.”

Gwenda meets with Bus Boss

Gwenda Thomas AM recently met with the new General Manager for First Cymru Buses Ltd, Kevin Hart, to discuss complaints she has received from bus users in her constituency.

“We have had a very productive meeting where many of the problems experienced by my constituents have been discussed and resolved. The new timetables will commence on December 6th to coincide with the opening of the newly refurbished Quadrant bus station and it is hoped that many services will be back on track.’

Mr. Hart explained that timetabling during the long period of refurbishment, with the location of bus stops having to change frequently , had been difficult.

“The Christmas period with the increase of passengers and traffic congestion will bring it’s seasonal delays but we hope that our service users will be understanding.” added Mr. Hart.

He also reported that although there would be a rise in fares, many would still remain lower than last year’s tariffs.

“I have passed on all of the complaints made to me, particularly regarding the 120, X 25 and X 20 bus routes,” reported Mrs. Thomas. “I have also been advised that sometimes the more direct bus route may not be the quickest so I urge passengers, particularly in the Swansea and Amman Valleys, to investigate all options.”

Another Autism First for Wales


Welsh Labour’s Deputy Minister for Social Services, Gwenda Thomas today announced the appointment of an Autism Employment Ambassador for Wales.

Robert Lloyd Griffiths, a Director of the Institute of Directors, Wales has taken up this part-time post for an 18 month period. His role will be to raise the profile of employing people with autism and to demonstrate how businesses in Wales can benefit from the talents, skills and knowledge that people with autism can bring to the workplace.

The role will be complemented by an awareness raising campaign and a series of training packages currently being developed by Careers Wales and Job Centre Plus for employers and related agencies. This new appointment is considered to be the first of its kind in the UK and possibly the world. It is also only one element in a number of innovative projects being taken forward by the Labour-led Welsh Assembly Government to enable adults with Autistic Spectrum Disorder (ASD) to fulfil their potential in today’s society.

In April 2008, the Labour-led welsh Assembly Government scored another world first with the launch of the Autistic Spectrum Disorder (ASD) Strategic Action Plan for Wales. The Action Plan was the first of its kind in the UK if not in the world. The Strategic Action Plan sets out how Wales plans to meet the needs of adults, young people and children with ASD, their families and carers. Funding of £170,000 over three years was subsequently agreed for an All Wales Employment publicity campaign; the appointment of a Wales Employment Ambassador; and awareness raising and training support for staff within Careers Wales, Job Centre Plus and for Disability Employment Advisory.

There are over 18,000 adults with autism of working age in Wales today. Some, especially those with associated severe learning disabilities, will find it difficult to enter open employment, however there are a great many who want to work and have a lot to offer employers.

Currently the National Autistic Society believe that only 11% of adults with autism are in full-time employment. 7% of adults with autism are in part time work and 5% in some form of voluntary work. This is much lower that other disabilities which on average is 50%.

Labour AM Welcomes Extra Money For Gritting And Road Repairs.

Gwenda Thomas AM has welcomed extra funding for gritting and mending potholes in Neath.

Neath Port Talbot County Borough Council will receive an extra £ 270,677 from the Labour-led Welsh Assembly Government, Local Government Minister, Carl Sargeant has announced.

Mrs. Thomas said: “Judging by the freezing cold conditions over the past few weeks, it looks like it could be another cold winter and so it’s imperative our roads are kept in good condition."

“This money will help go towards mending roads which have degraded because of bad weather conditions and buy extra salt to grit the road and pavement surfaces."

“I expect Neath Port Talbot to give priority to areas around schools, community centres and local shops which vulnerable groups including the elderly and children rely on.”

Catwg Peace Mala Celebration


Gwenda visited Catwg Primary School last week to attend their Peace Mala Accreditation Ceremony along with the Mayor Leila James and Councillor John Rogers.

“It was with great delight that I was invited to attend Catwg Primary School for their Peace Mala Accreditation celebration, especially as they were the first school in Neath Port Talbot achieve this status. I was also honoured to be presented with a Peace Mala prayer, written by a pupil of Catwg, which I now proudly display in my office."

"The Peace Mala project, developed in Wales by Llanelli teacher Pam Evans, is a wonderful way in which our young citizens can learn mutual respect for all the communities of our world, both cultural and religious, and to promote peace on earth and tolerance of our fellow man."

"I am truly impressed by the message of Peace Mala; to pass on to our children the value of world harmony and compassion, in such a creative way, is a beautiful gift.”

Over £900,000 to Regenerate Western Valleys Communities

Communities in Neath are set to benefit from £297,000 of funding from the Labour-led Welsh Assembly Government’s Western Valleys Regeneration Area Scheme. The Amman Valley area of the Neath constituency will be helped with £172,760 of funding .

Bodies and schemes which will receive funding in the Amman valley include the Amman Valley Trotting Club, The Amman Valley Cycle Route and the Cwmgors workshops. Other recipients in Neath are the Fairyland Community Allotment, Fairyland and Cimla Youth Zones.

Gwenda said: ‘This investment is a marvellous boost to these communities, and is part of the Labour-led Welsh Assembly Governments commitment to re-invigorate the valleys locally, and to achieve social equality’.

Lottery Millions to Help Communities Bloom for Diamond Jubilee

The Big Lottery Fund in partnership with ITV, and with the approval of Buckingham Palace, is marking the Queen’s Diamond Jubilee with a special roll-out of four Lottery grants in Wales.

The £60,000 Jubilee People’s Millions awards that inspire or improve local communities are being made to new projects next year.

The Jubilee People’s Millions launches today (Friday 26 Nov) and builds on the success of The People’s Millions which has given the public the chance to vote on which local projects should receive lottery good-cause funding since its launch in 2005. Previous Welsh winners of People's Millions showed their support for the special Jubilee theme by planting a flower bed in the colours of the competition's logo outside Buckingham Palace.

Community groups across the UK are being invited to bid for a share of the £3.6 million from the Big Lottery Fund good cause pot. Finalists will be showcased on ITV regional news when the public will vote and decide which projects receive the Lottery Diamond Jubilee funding.

Gwenda said: ‘I would urge as many people as possible to think about what a difference £60,000 would make to their local area, and apply to the Big Lottery Fund to see if they can benefit from funding’.

Views Needed on Planning Permission

Welsh Government proposals to slash planning red tape have been opened to public consultation this week.

Gwenda Thomas today asked all interested parties in Neath to look at the draft changes and feedback their views to the Assembly.

Mrs Thomas said: “These changes will save time and money for both Neath Port Talbot Council and for householders in Neath. Clearly for this to work best we need to make sure we have got the detail of the regulatory changes right. This is why it is so important that property owners and developers let us know their views on the proposals.”

The proposed changes will simplify the rules surrounding permitted developments and give householders greater freedom to develop their properties without needing planning permission. Building on reforms introduced by the last Labour Government in England they will replace the current ‘volume based’ system with a regulatory regime based on the potential impact of developments.

Mrs Thomas said: “This will give the go ahead to more uncontentious developments but ensure that those that may have negative consequences still have to apply for planning permission.”

AM Backs White Ribbon Day

Gwenda Thomas AM is backing a campaign against domestic violence on White Ribbon Day.

Gwenda Thomas AM said: “Alongside the Equalities Minister, Carl Sargeant, and my colleague, Joyce Watson, who is spearheading Welsh Labour’s campaign against domestic violence, I would like to express my support for White Ribbon Day.
“It is imperative that we all make a stand against violence against women and getting men, in particular, to sign up to White Ribbon Day is an important part of that.

“Currently nearly half of all women in the UK experience domestic violence, sexual assault or stalking – that is a terrifying statistic.

“Instances of Elder Abuse against women and men in Wales are also high. The Welsh Assembly Government has launched a three-year Dignity in Care programme which is focused on ensuring that older people are treated with respect and dignity”

AM hails fundraiser a success




Gwenda Thomas AM was delighted to present to members of the RAF Association a cheque for £ 70 after a successful fund raising afternoon at her constituency office in Pontardawe.

Mrs. Thomas said, ‘I would like give my thanks to my staff for making the afternoon possible and to all of those who stayed up late the night before baking an array of cakes and biscuits.’

The ‘Brew for the Few’ event raising funds for the RAFA Wings Appeal was just part of the day which included selling hot drinks and cakes for the Macmillan Cancer Support’s ‘World’s Biggest Coffee Morning’ and selling crafts for the local charity, Treat Trust , run by Melanie and Mike Davies, for a state of the art rehabilitation centre.

‘I am pleased to report that a cheque has been forwarded to Macmillan Cancer Support for £ 60.50 and another £ 50 was raised for Treat.’

Office Manager, Dilys Richards added, ‘I thoroughly enjoyed the day and would recommend the experience to anyone who is considering organising a similar affair. I received huge support from all 3 charities and will certainly make it an annual event from now on.’

George Parsons, Honorary Welfare Officer for RAFA, said, ‘Brew for the Few events have been organised throughout the UK in celebration of the 70th anniversary of the Battle of Britain. I would like to extend our thanks to Mrs. Thomas and her staff for helping to raise the profile of and funding for the welfare of our RAF personnel.’

Rememberance Sunday 2010





It was once again a huge honour and privilege to attend the Remembrance Sunday Ceremony in Neath and to lay the Welsh Assembly wreath at the Cenotaph. I would also like to thank my representative for laying the wreath at the Pontardawe ceremony, this year being Councillor Mike James.

It was heart-warming to join with the people of Neath in honouring those who have lost their lives for the freedom of us all in Wales, the UK and indeed the whole world and honouring their loyal service to our country. It is a time to remember and reflect on the courage shown by our service men and women in conflicts past and present and to be proud of our freedom in a democratic united country which they have striven to defend.

Gwenda Thomas Supports Budget to Protect Healthy Schools and Skills

The constituency of Neath’s health and schools will be protected by the Labour-led Welsh Assembly Government in its draft budget.

Social Services and Skills have also been protected as Business Minister, Jane Hutt, laid the Assembly Government’s draft budget this week.

Gwenda Thomas AM said: ‘Welsh Labour is putting schools and hospitals, as well as universal benefits such as free bus passes, free prescriptions and free school breakfasts, at the forefront of its agenda.

“The Conservative Liberal Democrat Westminster coalition government has imposed an incredibly difficult settlement on Wales, which has seen the money available for capital investment such as buildings and equipment slashed by 40%. Despite this, Welsh Labour will continue to stand up for the people of Neath. We are proud to put forward a Welsh budget for Welsh needs, and one that will preserve services.”

Gwenda said. “Vital help will be continued to be provided for the most vulnerable people in our society such as children and older people, and a commitment to universal benefits such as free bus passes, free school breakfasts and milk for primary schoolchildren will remain.”

Labour’s Business Minister Jane Hutt said: “In accordance with the best traditions of the people of Wales, we are resolved to uphold that commitment and support people, communities and public services throughout the difficult period that lies ahead.”

S4C Funding and Governance

Gwenda Thomas said: ‘It is well known that there have been problems with S4C and its regulation. However, S4C has always provided a high quality Welsh language TV channel, stimulated Wales’ creative industries, and provided an alternative to the other broadcasters in Wales’.

‘I do not believe that the change to funding through the BBC license fee which the Westminster government has imposed is fair or equitable’.

‘These changes should be subject to a review which recognises the quality of S4C’s Welsh language programming, and provide a secure funding source for S4C. This would maintain its independence. As there have been problems with S4C’s governance, this review should also devise new methods of regulating it’.

Changes to housing benefits will hurt hard working families in Neath, warns local AM Gwenda Thomas.

Department of Work and Pensions figures show 2,840 people in Neath Port Talbot will be penalised by changes to Local Housing Allowance (LHA), introduced by the Westminster Government. Those on LHA in the private rented sector who will receive less financial support and the UK average loss would be around £500 a year.
Mrs Thomas said: “£500 a year is substantial amount of money for those on limited incomes. There can be little doubt that this will make life far more difficult for many families.”
This figure includes 410 people in employment receiving much needed financial support, as well as 100 people over the age of 65. These are people working hard to pay their bills and use the allowance to cover their rent.
John Puzey, Director of Shelter Cymru stated: “We are very concerned that the changes outlined by the Westminster government will result in many more people falling into arrears and facing the threat of eviction and homelessness.”
Mrs Thomas said: “These changes in housing benefits are being rushed in and have not been thought through. They will hurt some of the poorest and most vulnerable in Neath.”

AM Visits Riverside Centre


Earlier this month I was delighted to have a chance to visit the Riverside Centre in Pontardawe and meet Roger Dutton (pictured), the project development manager of the site. This community space has recently been wonderfully restored and renovated by Arena Pontardawe. It is already hosting an imaginative schedule of workshops, classes and activities, with big plans for future expansion.

I would like to congratulate Arena Pontardawe on securing National Lottery and Y Gronfa Wledig funding for the project. With funding secured, with an excellent management team in place, and with the support of the local community I know this new venue is going to be a real success and make a genuine contribution to the economic regeneration of Pontardawe

Cautious Welcome Given to Job Figures

The latest job figures from the Office of National Statistics are encouraging but tough times may still lie ahead, Gwenda Thomas AM for Neath said today.

Data released today showed that overall employment in Wales was up by 22,000 on last year. In Neath Port Talbot the unemployment rate has decreased by around 1% year on year. This is the third highest decrease in Wales.

Mrs Thomas said: “These figures are undoubtedly good news for the economy of Wales. They show that job creation schemes run by both the Assembly and Local Authorities are bearing fruit and beginning to ameliorate the effects of the recession.”

“This said, we must remain cautious. The recovery is far from assured and unemployment in Wales is still higher than the rest of the UK. Unfortunately the spending cuts forced on the Welsh Government by the Con-Dem coalition will inevitably make it harder to ensure that the recovery continues. Nonetheless we remain committed to investing in skills, research & development and infrastructure to allow the Welsh economy grow and compete on the world stage.”

Anti-Bullying Week

Gwenda Thomas has backed a campaign to stamp out bullying in schools across Neath.

Gwenda Thomas AM said: ‘I fully support Anti-Bullying Week, which has been set up to encourage pupils, staff and parents to share best practice to stop bullying in our schools. Bullying, unfortunately still goes on far too much in school, and awareness must be raised, so that something totally unacceptable can be reduced’.

‘Anti-bullying week is an ideal chance for students, professionals and parents to get together and share experiences that will help them deal with and understand bullying. The message must be spread that it has no place in modern society’.

Funding Available for National Science and Engineering Week Activities

Schools and organisations in Wales are being urged to take advantage of funding from the Labour-led Welsh Assembly Government to organise a raft of innovative activities and events to celebrate National Science & Engineering Week 2011.The ten day event will take place from 11-20 March 2011, and will play an important part in highlighting and promoting awareness of the importance of the STEM subjects - science, technology, engineering and maths.

Gwenda Thomas said: ‘National Science & Engineering Week will occur over the UK, and aims to encourage young people from all walks of life to engage directly with science, technology, engineering, and maths. The theme for 2011 is ‘Communication’. I urge all schools and organisations to apply for this funding, and the deadline is the 29 November. This initiative will hopefully encourage people to take up Science, Technology, Engineering and Maths, and the more who are involved the better. These subjects are vital for the development of a vibrant and sustainable knowledge-based Welsh economy, and, of course, improve the youngsters’ qualifications and career prospects’.

This year up to 2 million people took part in over 4000 events and activities. With funds from the Labour-led Welsh Assembly Government, the British Science Association will award up to £400 for eligible projects to schools and organisations across Wales.

The funding can be used for a variety of different things, including booking a science presenter, organising a memorable science fair or taking a class on a trip etc.

New Powers in School Discipline Welcomed

Gwenda Thomas AM has welcomed new powers coming into force which clarify teacher’s roles when it comes to discipline and exclusions.

The new powers under the Education and Inspection Act 2006 reaffirm teachers’ ability to:


  • Discipline pupils on and off school premises,

  • use reasonable force to prevent pupils from harming themselves and others and in some cases of serious misbehaviour,

  • clarify the powers relating to confiscation of pupil’s property.

The new powers and guidance for schools released today will clarify what teachers can do when sanctioning pupils when they misbehave.

Gwenda Thomas AM said: ‘Children in school, especially those who are vulnerable, must be protected, treated fairly, consistently and know what behaviour is acceptable. Teachers must also be aware what powers are available to discipline children, and how to apply them’.

‘School, however, must be a place where positive behaviour is encouraged, and the need for disciplinary sanctions is reduced. Schools and colleges must become environments where an education is easily and enjoyably attained.’

The new powers come into force on the day that schools and further education colleges in Wales have the power to screen any pupil for a knife or weapon under the Violent Crime Reduction Act.

Guidance on the commencement of new powers under the Education and Inspection Act 2006 and Violent Crime Reduction Act 2006 will now be sent to schools and will also be made available on the Welsh Assembly Government’s website.

£3M Drive to Create Next Generation of Young Scientists

A £3m project aimed at increasing the number of young engineers, scientists, technologists, and mathematicians in the Welsh workforce has been announced.
STEM Cymru will encourage youngsters to study STEM subjects (science, technology, engineering, and maths) to improve qualifications, skills and career prospects.

Led by the Engineering Education Scheme in Wales (EESW), the project will target youngsters from 12 to 19 years to participate in industry linked technological and engineering activities including hands on activities, work experience, competitions, events, and career related programmes. The scheme is backed with £1.6m from the European Social Fund through the Labour-led Welsh Assembly Government, with further support from industry.

Gwenda Thomas AM said: ‘These initiatives will encourage youngsters to take up Science, Technology, Engineering and Maths. These subjects are vital for the development of a vibrant and sustainable knowledge-based Welsh economy, and, of course, improve the youngsters’ qualifications and career prospects’.

STEM Cymru will also support initiatives including:

• Headstart, which encourages year 12 students interested in STEM subjects to consider technology based careers.

• The Year in Industry programme is to be re-established, placing youngsters in quality, paid work experience to enhance university education and career prospects.

• The F1 in Schools Challenge will also be developed where pupils design model F1 cars using sophisticated Computer Aided Design (CAD) software, make real working models and compete against teams from different schools. Pupils will be given training and support throughout the challenge to encourage them to develop STEM and other skills.

• Go4Set scheme in which year 9 pupils will be linked to companies and universities to offer a 10 week science, engineering and technology experience, helping them to make key stage 4 options with regard to STEM subjects.

• Colegau Cymru Engineering Week in which Year 9 pupils will attend a local college for a day to experience engineering activities.

• Apprentice Futures raises awareness of apprenticeship skills in the workplace and addresses skills gaps to support employers and the uptake of Modern Apprenticeships. Under this strand of STEM Cymru, Apprentice of the Year presentation and award days will be arranged.

Broadband Support Scheme

The Labour-led Welsh Assembly Government is encouraging people across Wales to apply for help to access a broadband service.

265 applications have been received for the Labour-led Welsh Assembly Government’s Broadband Support Scheme since its launch in July.

The scheme enables individuals and groups in remaining Welsh broadband ‘notspots’ to approach internet service providers directly, with support of Assembly Government funding. Support is available for up to a maximum of £1,000 for individual premises to help with the set-up and installation costs of a broadband connection.

Gwenda Thomas said: ‘Individuals and groups, who do not receive broadband, should apply to this scheme, which has been funded by the Labour-led Welsh Assembly Government and Europe, for help in gaining broadband access. Everyone, from home users, to small businesses like farmers, would benefit from the advantages of high-speed broadband’.

Communities that apply for funding can pool money to find the best solution and several around the country are already exploring this route. The scheme is designed to help everyone from the home internet user to businesses and farmers to specialist services like mountain rescue groups. Initial funding of around £2 million has been allocated, with discussions now under way to access European assistance from the Rural Development Plan.

The Assembly Government is particularly keen to receive applications that deliver the best sustainable solutions to local broadband problems – so ensuring higher speed connectivity, rather just than a basic service. The scheme is technology neutral and can contribute towards ADSL, 3G, wi-fi or satellite solutions.

Coalition Cuts Hurt the Poorest

The UK government announced this month it’s Comprehensive Spending Review. The cuts we face over the next four years will be very challenging. The settlement for Wales will hit the country hard, as we are already underfunded £300 million a year and now Wales suffers the largest reduction in any of the Devolved Administration’s budgets.

Vital services that benefit those living in Wales are coming under attack because of the savage cuts agenda. It is Labour Assembly Members that will fight hard to make sure that our limited budget is now spread fairly, something the ConDem government cannot say.

The spending review has already been criticised by the Institute of Fiscal Studies (IFS) as being unfair, after we learnt that those on the lowest 10% of income will be significantly affected. Those living in Neath will now feel the effect of the devastating welfare cuts, which will have both long and short-term consequences for the most vulnerable people in our society.

Those currently employed in the public sector now fear for their jobs and those currently unemployed or in full time education are worried that there is little opportunity to find work in the future. The spending review is reckless and is being carried out for ideological reasons.

The government does not have to cut this deep or this fast to handle the UK deficit, which came after the banking crisis. I will make sure Neath’s voice is being heard in the Assembly and act as a buffer against the coalitions’ attack.

AM Says 'Keep Safe on Bonfire Night'

Every year at this time, the debate on the use and safety of fireworks raises conflicting and passionate arguments for and against their use.

“Many families now attend organised public displays but the tradition of Guy Fawkes night at home with a bonfire and fireworks, as with my own family, is still popular.” Said Neath AM Gwenda Thomas.

“There is no doubt that a private family display is great fun but fireworks must be used safely as over half of firework injuries each year are suffered by children.

“If used properly, fireworks are safe, but if you are putting on a private display there are essential rules you must follow to safeguard your loved ones, pets and home.

“It is important to remember not to cut corners when using fireworks; always be prepared and follow the firework code. Bonfires should be at a safe distance from houses, hedge, trees and sheds. I was horrified to learn that children’s sparklers are 5 times hotter than cooking oil so they must never be given to children under 5 or unsupervised.

“While it is legal to set off fireworks up to midnight on the 5th of November, and up to 1pm on New Years Eve, Chinese New Year and Diwali, at all other times it is illegal to set them off after 11pm.

“Enjoy our traditional Guy Fawkes and the Diwali Festival of Lights celebrations this November with your family and friends but, please be sensible and safe and follow the firework code.” Implored Gwenda Thomas AM.

Gwenda Thomas AM Celebrates International Credit Union Day

Gwenda Thomas AM is urging Neath constituency residents to join a Credit Union to celebrate International Credit Union Day on Thursday.

All Labour Assembly Members in Wales are members of a credit union, and are encouraging as many people as possible to benefit from membership.

Credit unions are a great way to save money safely with low risk and now offer many different financial services.

Gwenda Thomas AM said: "Joining up to a Credit Union this week is the perfect way to celebrate International Credit Union Day.

“Credit Unions offer an accessible, low risk and easy place to save money, and give access to low cost loans. Many now offer other services such as ISAs, budgeting advice, insurance products and debt management. I have recently had the pleasure of attending Credit Union launches in several of our local comprehensive schools, where pupils and teachers have taken an active interest in running and saving with a Credit Union and in the vital financial lessons to be learned in participating in such a scheme.”

Bus Problems in the Tawe Valley Area

School-children and pensioners are being left stranded in valley’s villages due to bus disruptions, says local AM.

Gwenda Thomas, AM for Neath, warned today that bus problems in the Tawe Valley were causing elderly residents to miss medical appointments and school-children to be late for classes.

Mrs Thomas said: “I’ve been contacted by several constituents complaining about two specific bus routes. The problems services seem to be First Cymru’s 120 from Ystradgynlais and the school bus provided by Veolia for YG Cwmtawe .”

Godre’rgraig Community Councillor Bryan Lewis said: “Many people in my ward have come to me complaining that they are missing doctors and hospital appointments.”

“I appreciate that some bus delays are unavoidable but this is turning into a regular problem. For the elderly and infirm missing a medical appointment can have very serious consequences.”

Alison Clark, a concerned parent from Gwaun Cae Gurwen, said: “The children from Gwaun Cae Gurwen and Tairgwaith are regularly late for registration and on several occasions have missed lessons. If it continues this is going to affect their education.”

“Veolia seem to be trying to cover Amman Valley School and YG Cwmtawe with one bus. If they keep doing this substantial delays will be inevitable.”

Mrs Thomas said: “I have written to Veolia and First Cymru requesting a meeting to seek to resolve this unsatisfactory situation.”

AM Praises Independent Traders


Independent shops and boutiques are essential to the future of Neath, says Gwenda Thomas AM.

Speaking at the opening of Deenna, a family run store in Neath town centre, the Neath AM praised small local businesses and emphasised their importance to the Neath economy.

“Quality boutique stores that offer something more than the ‘clone town’ high streets that are so common today are essential for marketing Neath as a tourist and shopping destination. We have a lovely town in Neath but to sell it to the rest of Wales we need more unique shops catering to a diverse range of tastes and budgets.”

Deenna is a lifestyle boutique run by Deenna Barton and her mother Janis Hawkes. It sells luxury clothes, accessories and gifts and offers an honest styling service to help customers personalise their wardrobes.

Assembly Consults on Sunbed Regulations

Should tanning salons face further restrictions? The Welsh Assembly Government has opened a consultation on possible regulations on sunbed businesses.

The 2010 Sunbed Act prevented under 18 year olds from using tanning salons and provided further regulation-making powers for the Welsh Assembly.

The Assembly Government is now looking to use these powers to introduce more controls on sunbed operators. The proposed regulations include requiring the supervision of commercial sunbeds, prescribing health information to be displayed in the salons and restricting the sale or hire of tanning equipment to under 18 year olds.

Neath AM Gwenda Thomas said: “This is a serious issue. The skin cancer rate has increased four-fold over the last thirty years and we are well aware of the dangers of excessive tanning. I believe these premises should be supervised and their customers should be made aware of the potential health risks.”

“We have no desire to prevent adults from visiting tanning salons if they want to but if children are still able to use commercial sunbeds this is clearly unacceptable. The International Agency for Research on Cancer have advised us that first exposure to sunbeds before the age of 35 increases the risk of malignant melanoma by 75%”

“From discussions with constituents I know that many people in Neath feel strongly about this issue. I’d ask anyone with opinions on how best to regulate in this area to respond to this consultation.”

On the Job Training on the up in NPT

Gwenda Thomas, AM for neath, today welcomed recently published statistics that show an increase in the number of workers receiving job related training in Neath Port Talbot.

The latest figures show that, in 2009, one in five workers in Neath Port Talbot had undertaken some form of training in the previous four weeks. This is a 66% increase on the previous year.

In Neath Port Talbot the increase was particularly marked in the service sector where the percentage receiving job related training in the previous month went up from 13% to 23%.

Mrs Thomas said: “This shows that Welsh Assembly Government’s ‘Workforce Development Programme’ is starting to have a real impact in this area. A highly skilled and continually developing workforce is key to Wales’ future in the global economy.”

WAG’s ‘Workforce Development Programme ‘ offers free advice to businesses looking to develop their staff. Through a team of Human Resource Development advisors they can help companies find and finance training courses for their employees.

AM Calls for Views on Learning Disability Care

Neath AM, Mrs Gwenda Thomas, today asked her constituents to respond to a consultation document on hospital care for people with learning disabilities.
The “Draft Good Practice Framework” report commissioned by Mrs Thomas as Social Services minister and written by Public Health Wales suggests ways in which secondary care for people with learning difficulties could be improved.

The report emphasises that the family and carers of patients with learning difficulties should be increasingly involved in the process of hospital care. It says that those who know the patients well should be listened to when hospital staff are trying to understand patients who have difficulty in expressing themselves.
To help achieve this, the report recommends improvements in record keeping and the setting up ‘care pathways’ to outline good practice at each stage of the admission process.

Mrs Thomas said: “The health needs of people learning difficulties are understandably more complicated than those of the general public. The Welsh Assembly Government is committed to improving the standard of hospital care for this vulnerable section of the community.”

“We’re determined to get this right but to do so we need to listen to views of the people who deal with these problems on a daily basis. I really hope we get as many responses as possible from carers, family members and medical professionals, and from those with learning difficulties themselves. These are the people who understand the issues involved better than anyone else.”

AM Calls for Celebration of 100 Years of Womens's Achievements

International Women’s Day celebrates its centenary next year and your AM wants you to get involved.

The Welsh Assembly Government has opened the first round of bidding for funds for International Women’s Day 2011. Neath AM, Gwenda Thomas, today encouraged charities and community groups in Neath to apply for money to celebrate the achievements of women over the last 100 years.

Mrs Thomas said: “As a woman in Welsh politics for over 25 years I know just how much we have to celebrate. Although the struggle for equality is far from over I think the 100th anniversary of International Women’s Day is a fitting juncture to reflect on the great strides forward women have made over the last century.”

The Advancing Equality Fund has made available £30,000 for awards of up to £2,500. These can be used for events such as open days, conferences, awareness raising events and achievement awards ceremonies.

AM Dissapointed by Factory Closure Proposal

A Resolven factory making steering parts has been earmarked for closure in the new year.

TRW Automotive has announced that it is considering closing its factory near Neath and transferring production to other sites in Europe.

Local AM Gwenda Thomas said “I’m bitterly disappointed with this news. I have tried to work with the company to avoid this decision. The Trade Unions have cooperated with management to make the plant more competitive. The Local Authority and the Welsh Assembly Government have both offered financial support.“

The Labour AM said that she would be contacting the management of the company to see if any alternative solutions remain.

“Until the factory gates close the Resloven plant will have my support. If there is even the slightest possibility that TRW can be persuaded to reverse this decision I intend to find it. If it cannot be avoided I will, of course, work with the unions to support the many staff that would be made unemployed.”

Llangatwg Credit Union


Gwenda Thomas AM was delighted to open the new Credit Union at Llangatwg Comprehensive School this afternoon.


'This is a fantastic opportunity for our young people to learn about the importance of saving their money in a safe and responsible way. I am very impressed with the number of children who have given up their free time to be trained as tellers, along with the commitment shown by the members of Neath Port Talbot Credit Union, the Head Teacher Mr Roger Skilton and his staff.'


Brian Warlow of Neath Port Talbot Credit Union and his colleague Clare, were also in attendance to demonstrate their involvement with the school and the pupils.


'We cannot set up a credit union within a school unless we are invited in by the headteacher,' explained Mr. Warlow. 'Mr. Skilton, his staff and the children have been very keen to get involved with the scheme and now we hope to reach our goal of 1000 school children on our books very soon with new members from Llangatwg.'

Flood awareness campaign gets some welly in Neath


Environment Agency Wales’ Flood Awareness Wales campaign has received the support of the Assembly Member for Neath Gwenda Thomas, at an awareness event held earlier this month (Thursday 9th September).

The Neath Abbey Tesco store is one of 16 locations across Wales to be visited by the Agency’s Welly Boot Tour, which forms the initial part of a wider flood awareness raising campaign.

Gwenda Thomas, AM, said: “I am pleased to support Environment Agency Wales' Flood awareness campaign. I was impressed with the information packages that are now available and with the advice that can be provided to home and business owners who maybe at risk.”

Knowing that our properties maybe at risk and being aware of how we can prepare to meet this risk could ensure people's safety and reduce the damage that maybe caused by flooding. We should all take heed of this message.


Flood Awareness Wales Project Director Gareth O’Shea said: “Climate change is having an impact on our weather patterns and flooding is likely to become more frequent. We need to raise people’s awareness of this increased risk and work with them so that they can become more prepared. We’re delighted that our Welly Boot Tour could visit Neath Abbey Tesco. We hope that our giant wellies will have caught the attention of local people and will motivate them to check whether they are at risk from flooding."

Gareth added: “Our flood awareness officers have already been out in force in the nearby communities of Cwmtwrch, Ystalyfera, Glynneath and Glyncorrwg, helping people there to understand and manage the risk they face. We’re seeing more and more people becoming aware that although flooding cannot be completely prevented, its impact can be minimised by taking simple steps in advance. Don’t be the only one who isn’t prepared.”

As the campaign progresses, flood awareness officers will also be looking to deliver the ‘be prepared’ message in Port Talbot and Resolven later in the year.

The Agency's Flood Awareness Wales campaign effort focuses on direct engagement with those communities with a high risk of flooding but where awareness of the risk may be low.

Fly Tipping Down in Neath Port Talbot

Statistics published today show incidents of fly tipping in Neath Port Talbot are down for fourth year in succession.

The cost fly tipping clearance to Neath Port Talbot Council fell from £96,097 in 2008-09 to £52,075 in 2009-10.

Gwenda Thomas, AM for Neath said: “I’m thrilled by this news. Not only does this mean a significant cash saving for the Council it also shows that people in the region are becoming more environmentally responsible.”

“Fly-tipping Action Wales, a Welsh Assembly Government funded initiative, and the Neath Port Talbot Council have been working hard to combat this anti-social behaviour. Clearly their education and enforcement campaigns are having a significant impact. To reduce the cost of fly-tipping from £150,000 in 2007 to around £50,000 today is an impressive achievement.”

Fly -tipping Action Wales is a Welsh Government initiative that aims to educate all sectors of society on  the scale of the fly - tipping problem, and inform businesses and householders of their legal duty to dispose of waste responsibly. 

Fight Continues to Save Village School


Campaigners against the closure of YGG Rhiwfawr today met with their local AM.

Neath Port Talbot Council have proposed the closure of the village school as part of its ongoing School Reorganisation Strategy. Pupils would be transferred to YGG Cwmllynfell.

Teachers, parents and pupils met Gwenda Thomas, AM for Neath to present a petition against closure and express their concerns.

Local parent Ruth Evans said “This is a fabulous school that has recorded consistently outstanding inspection results. I can’t see how closure can possibly benefit the children of Rhiwfawr.”

“The closure of this school will also have a devastating effect on the village. I know many families who have moved here specifically to bring up their children. Without the school here we will, without doubt, see the population figures go into terminal decline.”

Lisa Morgan, a teacher at the school, expressed concerns at the safety implications of the closure.

“To get to YGG Cwmllynfell from Rhiwfawr you have to walk a long stretch of narrow unpavemented road, frequently used by HGVs from the local quarry. The Council have admitted that this would be an unsafe route to school.”

“They’ve offered to lay on buses at the start and end of the school day but what about children going to school late or half-day nursery pupils? This is an incredibly dangerous road for pedestrians and the risk of a serious accident is very real.”

Gwenda Thomas said: “Yet again it seems that the burden of school closures is disproportionately falling on small rural communities that already face significant problems. I am afraid that any small savings made by closing this and other rural schools will be vastly outweighed by the social and economic problems that will follow as a direct result of closure.”

“I would encourage all the parents and residents of Rhiwfawr to contact the Local Authority to express their concerns. I hope that Neath Port Talbot’s councillors will look carefully at the possible repercussions of their decisions while there is still time.”

AM Warns of Asbestos Danger

Do you have an asbestos roofed shed in your garden? Think before you demolish it warns local AM.

Gwenda Thomas, AM for Neath, said: "I’ve recently been receiving many enquiries from constituents worried about pulling down asbestos laden out-buildings."

"One of my constituents, an elderly lady, contacted me because she was terribly worried about her son who intended to replace the roof of her garage without safety equipment. She thought it might contain asbestos but she had no idea how she could check. She was afraid that a professional survey could prove very expensive."

"Fortunately I was able to put her in touch with Neath Port Talbot Council’s free asbestos advice service. Within days an inspector had visited the property, confirmed that it did indeed contain high levels of asbestos and helped her contact professionals who were able to remove and dispose of the potentially deadly material."

"I know there are many other houses in Neath, especially in the valleys villages, that still have asbestos roofed sheds and garages. If people want to take these structures down it’s vitally important that they take care not to expose themselves to asbestos dust. Asbestos dust is linked to several deadly diseases including asbestosis and various cancers."

"I would encourage anyone who wishes to demolish and dispose of a structure that potentially contains asbestos to contact the Council’s Customer Service Centre on 01639 686868. They will be able to make an appointment with an inspector who will be able to offer help and advice about safe disposal."
 

AM WANTS VIEWS ON PLASTIC BAGS

How thick should a ‘bag for life’ be? Is 7p the right price for a disposable bag? Should bags for raw meat and fish be exempt? The Welsh Government wants your answers to these and other questions says local AM Gwenda Thomas.
Mrs Thomas, AM for Neath, today encouraged her constituents to respond to the consultation on the Single Use Carrier Bag Charge before the deadline of the 2nd of August.
Mrs Thomas said: "Once again the Welsh Assembly is at the vanguard of attempts to make Britain a more environmentally responsible country. It costs Wales over £1 million a year to dispose of plastic bag litter. Plastic bags can take hundreds of years to degrade. They often become an eyesore and a danger to wildlife. They take up huge amounts of space in landfill sites and add substantially to our nation’s carbon footprint."
"For all these reasons we’re determined to reduce the number of single use plastic bags in Wales. This is why we intend to bring in a compulsory charge for them. We’ve already consulted on the principle and I’m happy to say that it seems the majority of people support of the scheme.
"We’re now at the draft regulation stage and we’d appreciate the public’s help in ensuring we’ve got the detail of the regulations right. This is, I think, without doubt, a significant step forward but it’s vitally important that we bring the people of Wales with us."
"I really hope the shoppers and shopkeepers of Neath will take the time to let Welsh Government know what they think about the proposal as it currently stands."

WELSH ASSEMBLY CLAMPS DOWN ON PREMIUM RATE GPS NUMBERS

The number of GPs surgeries in Neath using premium rate phone lines will soon decrease said Gwenda Thomas, AM for Neath.
Until this year some GPs surgeries were still able to take out contracts for premium rate ‘084’ phone lines that charged substantially above the national landline rate.
Mrs Thomas said: "Many people assume, quite reasonably, that a call to their GP will be, if not free, at least charged at the normal landline price. It’s only when they receive the phone bill that they realise they’ve been charged over the odds. Clearly this is not an insignificant issue, especially for those on a restricted income."
Following recent changes to the regulations, instigated by Edwina Hart, Minister for Health in the Welsh Government, GPs surgeries are barred from entering into or extending contracts for phone services that charge more than the cost of a local call.
Mrs Thomas said: "I'm happy to reassure my constituents that although some surgeries are still contractually committed to providers of ‘084’ numbers we’ll see more and more switch to local rate phone lines as these contracts come up for renewal over the course of the year."
If GPs practices have not switched from ‘084’ numbers by 1st April 2011 the regulations will oblige them to consider introducing a ‘ring back’ system where patients can request the practice call them back at its own expense.

Praise for Examination Results

Gwenda Thomas AM today commended the students of Neath Port Talbot College and YG Ystalyfera for their hard work over the last two years which has once again produced exceptionally high standards in A level and National Diploma qualifications.

‘There have been some outstanding results this year over the whole curriculum with many of our young people heading off to university and further education throughout the UK.’

‘I wish everyone well in their chosen path, be it in pursuit of a degree, apprenticeship or the world of work. I realise that there will be some young people who will be disappointed today but urge them to seek the advice of their teachers and lecturers who are well placed to help them make the next step.’

Mrs Thomas also thanked the dedication of the teachers, lecturers and staff.

£40K FOR ICONIC VALLEYS CHURCH

Gwenda Thomas, AM for Neath, today welcomed a £40,000 grant from the Welsh Assembly Government for the refurbishment of St Cadoc’s Church in Glynneath.

“This gem of a church is a landmark feature of Glynneath. I’m very glad this money is being provided for much needed maintenance work. There’s been a place of worship on this site for at least 500 years - it’s good to know that it’s being cared for well into the 21st century.”

The church is based on a 16th century chapel which was extended by the Williams family of Aberpergwm in the early 19th century.

The church’s unusual 16th century stained glass windows were originally from Steinfeld Abbey in South West Germany. They were sold under the orders of Napoleon around 1800 to raise money for the war effort and eventually made their way to Britain. Other windows from Steinfeld are on display in the Victoria and Albert Museum.

Age Concern NPT Trustee Vacancy

Gwenda Thomas AM for the Neath Constituency has been asked to help Age Concern Neath Port Talbot’s search for a new trustee.

‘They are looking for an additional representative on their board, particularly from the Pontardawe area, to help represent the elderly members of our diverse local community’ advised Mrs. Thomas.

‘Ann Collins and her team organise a fantastic service for our pensioners in Neath and the surrounding areas with projects such as the Social Rehabilitation and Befriending scheme, and promoting independence through neighbourliness, with volunteers helping the elderly to get out and about and socialising. A bid to extend this service to cover physical as well as emotional wellbeing is also in the pipeline.’

‘Big Lottery funding has given a huge boost to services over the last few years with a new combined regional application in place to continue their Independent Advocacy provision, something for which I have seen an increasing demand during my time as Neath’s representative within the Welsh Assembly.’

‘These volunteers assist pensioners to deal with a full range of issues and work together with them to gain the confidence to deal with the problems of every day life.'

Mrs Thomas added, ‘I recommend that anyone interested in becoming a trustee or a volunteer should contact the Chief Executive, Ann Collins, for further information. ’

SUPPORT FOR LINAMAR





Gwenda Thomas A.M. has welcomed the Welsh Assembly Government’s First Minister Carwyn Jones’ commitment to seek a meeting with Linamar and the unions before the end of this week. This commitment was given in a reply to an oral question from Brian Gibbons A.M. during this afternoon's plenary session at The National Assembly.

Mrs. Thomas said, ‘I made contact with Andy Richards, Unite Wales Regional Secretary, last week to offer my assistance, as the closure of this plant in Swansea will also have a detrimental impact on many of my constituents in Neath and the Swansea Valley.’

‘At this fragile point in our economy and with the effects of cuts in public spending and welfare benefits ahead, every effort must be made to ensure that job cuts in Wales are kept to an absolute minimum.’

Healthyworkstations visit

Labour AM, Gwenda Thomas, has visited a local employer based in Ystalyfera. Healthyworkstations is a unique, family run business employing 10 people providing individual and personal support to Companies large and small in helping them to improve the comfort, productivity and safety of computer users.

Mrs Thomas explained, ‘My first contact with this specialist team was through my office in Cardiff, where Healthyworkstations advise the Welsh Assembly Government on ergonomics in the workplace helping in particular those with individual needs who require such support. My constituency office chairs needed replacement and as soon as I discovered the Company was located within my own constituency, I contacted them for advice.’

‘Most office employees sit at their desks for up to 8 hours every day and an inadequately arranged workstation can aggravate existing conditions and this highlights just how important good posture really is! In fact we seem to spend huge sums of money every year updating computer systems but fail to understand even the basic value of good posture, with the provision of the correct seating and ergonomic desk top products.’

Healthyworkstations also provides such expertise and assistance to a variety of students with special needs in all major Welsh Universities such as Cardiff, Swansea and Lampeter. They have also been involved for many years in helping people back to work under the Job Centre Plus Access to Work Scheme. Musculoskeletal problems and repetitive strain injuries account for substantial work absences each year, which have a major affect on individuals and on large and small businesses alike.

Mrs Thomas agreed, ‘A more informed initial financial equipment outlay plan, following advice from specialist companies such as Healthyworkstations, could undoubtedly save employers valuable cash resources in the long term, with the most important added benefit of happier employees.’



Gil and Anne Ridley, who head the Company, were delighted to welcome Mrs. Thomas to their offices and to meet their dedicated team. As Anne said, ‘it really gives us a sense of pride and purpose to know that we are probably the only Company in Wales to offer such a bespoke office ergonomic service. One product does not always suit every user, and it’s our mission to ensure that we strive to meet the needs of each and every one of our clients, even in these difficult, economic times. Local AM reassures pensioners

Gwenda Thomas AM has been contacted by worried pensioners after a rumour has been gathering pace around her constituency that the concessionary bus passes will shortly be scrapped as a consequence of the UK government budget cutbacks.

Mrs. Thomas advised the concerned pensioners that the Labour-led Welsh Assembly Government has had made it consistently clear that it has no plans whatsoever to scrap the highly successful and popular concessionary travel scheme.

Neither are there any plans to change the entitlement or eligibility criteria for the half a million people in Wales who currently benefit from the scheme.

‘I would like to reassure local people who benefit from the free bus pass scheme that there will be no change to the scheme – all that has happened is that the Welsh Assembly Government has simply run an audit of the reimbursement mechanism between the Assembly Government, local authorities and bus operators.’

AM encourages Boiler Scrappage applications

Gwenda Thomas AM for the Neath constituency asks eligible pensioners to apply for the Boiler Scrappage Scheme Grant.

The grant of £ 500 towards the cost of replacing a G rated boiler with an A rated boiler is still available.

Mrs. Thomas has advised, ‘I have spoken to the scheme operators today and they assure me that applications are still being processed and that vouchers for £ 500 are still available.’

‘My staff have already directed dozens of pensioners to the scheme and I have received several phone calls from very satisfied applicants who now have new heating systems in place ready for next winter.’

This has been a hugely successful scheme across Wales with over 4500 vouchers issued so far and over 700 installers registered.

‘248 installers are registered in the Neath area so this has also provided additional work for local businesses, a welcomed boost during economically difficult times. When the vouchers are issued, details of installers are included in the pack, but always check with the free phone number supplied to select your preferred engineer.’

If you are not sure if your boiler is G-rated you can check by making a note of the boiler number and contact the Energy Saving Trust on 0800 512 012 who will advise you on this issue or look on the British Gas website which has a search tool to calculate your boiler rating.
The key eligibility criteria of the scrappage scheme are:

• Applicants must be 60 or over
• Non-means tested
• £500 towards replacing an inefficient (G rated) boiler

Discover Debate Decide


Gwenda Thomas AM will be distributing copies of the new National Assembly for Wales school packs, 'Discover Debate Decide' to all of the schools in her Neath Constituency this week.

'I visit many schools in my constituency each year speaking with the staff and the children, and I am always delighted to see the hard work that they have done. These packs will help teachers and children alike to engage with the Welsh Assembly particularly in the next year leading up to the elections in 2011,' said Mrs. Thomas.

'I hope to visit as many schools as possible over the next academic year and sincerely hope that the teachers will take this opportunity to use the packs and information provided to link in with the National Curriculum.'

AM SLAMS COALITION BUDGET

Local AM, Gwenda Thomas, warned that today’s Con-Lib budget will hurt Neath and the South Wales valleys.

The budget announced today included a package of welfare spending cuts and an increase of 2.5% in VAT.

Mrs Thomas said: “By slashing public spending and raising VAT this government will punish the poorest people and the poorest regions in the UK.”

“As figures published by the Financial Times today show, the impact of spending cuts in Wales will be more than 10% worse than the national average. A spending cut of 10% in social security benefits would mean an average a loss of 3.6% for households in the Welsh valleys.”

“Only last week Simon Hughes, Deputy Leader of the Lib Dems, admitted that VAT was a ‘regressive’ tax. As a flat rate tax it means that the poor will pay more as a proportion of their income than the wealthy.”

“People may also be tempted to rush purchases of expensive items before the VAT increase kicks in next year. We should be encouraging people to budget more carefully not pushing them to spend now and worry about payment later.”

“There can be no doubt the public sector pay freeze will have serious consequences for Neath. The number of people employed in the public sector in Neath Port Talbot is substantially higher than the national average.”

“What Mr Osborne didn’t tell us today was that the Treasury are now expecting inflation to rise to 3.4% next year. If they are right on this it means the supposed pay ‘freeze’ will be actually be a 3.4% pay cut.”

“The same is true for the freeze on Child Benefit. This, on top of plans to force single mothers into work the moment their child reaches school age, the scrapping of the Health in Pregnancy scheme and the Child Trust Fund makes this one of the most child unfriendly budgets for a generation.”

“I’m certain the public will see through the laughable attempts of Mr Osborne to spin this as a progressive budget. A progressive budget does not cut corporation tax by 4% whilst slashing welfare spending by £11bn.”

“At a time when the private sector recovery is still fragile maintaining public sector spending is vital. We’ve seen the consequences of overly hasty public sector cuts in other countries; in Japan it led to a ‘lost decade’ of appalling economic stagnation. This unfair and unwise budget not only punishes the poorest but risks throwing the country yet further into recession.”

GWENDA THOMAS AM FLYS FLAG FOR ARMED FORCES



Gwenda Thomas AM has called on local communities, organisations and businesses across her Neath Constituency to help celebrate Armed Forces Day this Saturday.

The day is an annual opportunity for the nation to show support for the men and women who make up the Armed Forces community: from currently serving troops to service families, and from veterans to cadets.

Labour AM Gwenda Thomas said: “I think it’s fantastic that we now have a day to formally thank our service men and women.

“I pay tribute to all our armed forces members, past and present, who have made great sacrifices to defend the UK and its interests and contribute to international peace keeping operations.

“The nation owes them all a debt of gratitude.”

Poorest pensioners still benefit from Labour policies

Gwenda Thomas AM today received messages from several Neath constituency pensioners who had received notification of their £ 80 electricity bill rebate agreed between the previous Labour government and energy suppliers.



‘I have received messages via my constituency office from qualifying pensioners who had no idea that this rebate had been awarded to them,’ stated Mrs. Thomas. ‘One pensioner rang the office to check if the letter she had received was genuine saying that the extra £ 80 would be a ‘welcomed relief in these difficult times’.’



If you were 70 or over on 26th March, receiving the guarantee credit element of pension credit, were responsible for the electricity account where you live and not on a discounted tariff, you should receive notification automatically and it will be discounted on your next bill.

June Surgery

AM voices concern over spending cuts

Gwenda Thomas AM for Neath, today expressed her concerns over the impact Government spending cuts would have on her constituents in Neath and surrounding valleys.

‘The net reduction, announced by the Coalition Government, in the Welsh Assembly’s 2010 – 2011 budget, totals £ 163 million, and will mean large constraints on our ability to maintain all the services we currently provide,’ said Mrs. Thomas.

‘We recognise in our current difficult circumstances efficiencies must be found and indeed we have already paved the way in the UK by scrapping the major Welsh quangos. However, we need to clarify the way in which the budget reductions have been calculated in Whitehall.’

‘We must ensure that any changes do not harm the most vulnerable in our society and one of my initial concerns is that of the Child Trust Funds being phased out. This will have a long term effect on children from disadvantaged families in our communities and also for children that are placed in care. This is not the way to reduce child poverty and its effect.’

Mrs Thomas stated, ‘Jane Hutt AM, Minister for Business and Budget, will be scrutinising all of the facts and figures which have been given to her department with a view to minimising the damage that cuts could bring to Wales.’

NEATH AM WELCOMES PLANNING DECISION

Neath AM, Gwenda Thomas, today expressed her satisfaction at NPT Council’s decision to give the go-ahead for a medical centre near Glynneath.

After a long running campaign by local residents the Council today granted planning permission for the Vale of Neath Primary Health Care Centre on the outskirts of Glynneath.

Mrs Thomas said: “I am delighted by the Council’s decision. I know from numerous constituent cases how much this new development will improve the quality of life of many people living in the Upper Neath Valley. I held several meetings last year with senior management at the Local Health Board and made sure that either I or my representatives attended local meetings on the issue.”

“Whilst this is excellent news for the Neath Valley we must make sure that this new development is not at the expense of service provision in other areas. Along with Cllr Des Davies, I am investigating the serious concerns of my constituents in Resolven, who feel they may lose their local surgeries."

Glynneath Town Councillor Eifion Jenkins said: “I’d like to thank Mrs Thomas for the support she has given the community’s campaign. I know it will be very much appreciated by the residents of Glynneath and the surrounding districts.”

Gwenda Thomas, AM for Neath, will today be submitting a petition against the closure of YGGD Y Glyn to the petitions committee of the National Assembly for Wales.

Mrs Thomas said: “I am proud to offer my wholehearted support to the campaign to keep the school open.”

The petition was organised by local parent Mrs Anna Wright and presented to the AM by Daniel Wright and Cati Lloyd, both pupils at Y Glyn. Cllr. Arwyn Woolcock, the Councillor for Lower Brynamman, thanked Mrs Wright for her sterling work in collecting the signatures.

Cllr. Woolcock said: “The number of names on this petition shows the real strength of feeling in the village. People are proud of the school and recognise how valuable it is to their local community.”

At the meeting with Mrs Thomas Mrs Wright explained the reasons for her determination to keep the school from closing.

“From my own experience I would rather a community school to a ‘super-school’ any day.”

“Before he came to Y Glyn my son was shy and withdrawn; since he has been attending the school he has blossomed. The small size of Y Glyn allows it to foster a supportive and nurturing atmosphere that has been instrumental in boosting Daniel’s confidence.”

“This school offers so much more than just primary education. I’ve personally benefitted from a self esteem course and a ‘Restart Course’ focussed on helping parents get back into work. They also offer weekly family learning sessions for parents who want to learn Welsh alongside their children.”

“I and the many other parents who either don’t drive or don’t have access to a car would find it impossible to take up these opportunities for personal development if they were transferred to Gwaun Cae Gurwen.”

“When I arrived in Lower Brynamman I knew practically no-one here. It is through Y Glyn that I have made friends and come to feel part of village life.”

Neath Port Talbot Council is currently consulting on the proposal to close the school and transfer the pupils to Gwaun Cae Gurwen.

Mrs Thomas said: “Mrs Wright’s comments demonstrate how much Lower Brynamman will irrevocably lose if the Council presses ahead with its plans. I would encourage any parents or residents with similar stories to contact the Local Authority to express their views. I hope the Director of Education will listen to opinions of the villagers and actively consider all alternatives to closure.”

CONSTITUENCY AM WELCOMES FREE SWIMMING AT WEEKENDS

Children and young people will now be able to enjoy free swimming and other leisure centre activities at the weekends.

Gwenda Thomas AM for the Neath Constituency welcomed changes announced by the Labour-led Welsh Assembly Government to extend the scheme and said it encouraged tens of thousands of young people in Wales to take regular exercise free of charge.

A change to the minimum criteria of the current scheme, means that local authorities will now offer free swimming sessions or other leisure centre activities for children aged 16 and under on weekends as well as school holidays.

Mrs Thomas said: “Free swimming has been an extremely popular policy since it was introduced in 2004 by the Labour-led Welsh Assembly Government.

“These changes will make the scheme even more widely available so that all young people can benefit all year round regardless of family income.”

“Free swimming at our excellent pool facilities in Neath, Glynneath and Pontardawe, allows youngsters to learn an important skill, enjoy themselves and keep fit at no extra cost, clearly a lifestyle to be encouraged at an early age.”
